Julie manages the operation, maintenance, delivery and optimisation of Queensland’s state-controlled road transport system, and ensures efficient delivery across road, busway, light rail, active transport, and freight networks though initiatives such as technical research and innovation and collaborative contracting. (XX.X billion over four years).
Julie implements key strategies, policies, and plans for an integrated and environmental sustainability transport system that supports the safe and efficient movement of people and goods, while driving value for the community.
Julie is a highly respected leader with more than 38 years of experience in civil engineering, policy, planning, design, business case, delivery, and asset management of large complex transport infrastructure, including eight years as Chief Engineer and four years as the Deputy Director-General (Policy, Planning and Investment). She is a member of the ELT at TMR and has extensive experience in strategic organisational and technical leadership and development, significant organisational change agendas on customer focus, efficiency, staff empowerment, reducing infrastructure costs, and technical innovation.
Julie is experienced in planning and delivery for major infrastructure projects. Her focus is on exploring innovations and efficiencies, collaborating with industry partners and the safety of her people.
As Innovation Champion, Julie has delivered programs that have made a real impact for our network and the community and is dedicated to providing infrastructure and services that connect people, places, goods, and services safely, efficiently, and effectively across Queensland.

Lynette Cheah
Professor and Chair of Sustainable Transport | University of Sunshine Coast

Lynette Cheah is Professor and Chair of Sustainable Transport at the University of the Sunshine Coast (UniSC) in Queensland, Australia. She directs the Sustainable Urban Mobility research laboratory, which develops data-driven models and tools to reduce the environmental impacts of passenger and urban freight transport. Her expertise is in transport modelling and simulation, life-cycle assessments (LCA) of products and systems, and urban metabolism.
As an active member in her academic communities, she is Editor for Transportation Research Record and Journal of Industrial Ecology, and a Coordinating Lead Author for the UNEP Global Environment Outlook (GEO-7) report. Prior to joining UniSC, she was a tenured faculty member at Singapore University of Technology and Design (SUTD). She obtained her Ph.D. in Engineering Systems from MIT and master’s in Management Science from Stanford University.

Tim Camilleri is an experienced, chartered civil engineer with a background in traffic, transport, and smart mobility advisory across both the public and private sectors.
For the past 12 years, Tim has advised and overseen projects across Australia and South East Asia. This depth of experience has provided Tim with tangible, real-world insights into finding solutions and efficiencies in transport and mobility.
As a keen advocate for future transport concepts, Tim’s role as E-mobility Solutions Manager with Volvo Group Australia sees him advising on, implementing and project managing the adoption of electric trucks into the Australian market. Tim also works closely with government and industry bodies to ensure the alignment of roadmaps and timeframes with policy and strategy.

Narelle Dobson is a civil engineer with more than 25 years of engineering experience in various road/rail infrastructure planning, design, construction, technical governance and asset management roles.
Narelle is the Queensland Department of Transport and Main Road’s Agreement Manager of the National Asset Centre of Excellence (NACOE) research program, where she champions initiatives that promote safety, sustainability and savings benefits. In secretariat and coordination roles Narelle is currently also currently leading a range of TMR’s Climate Action priority initiatives.

Previously Romilly was CEO Infrastructure Australia (IA). Before joining Infrastructure Australia, Romilly was CEO of Green Building Council of Australia for 13 years. In acknowledgment of her contribution to Australia’s sustainable building movement, Romilly was awarded an Order of Australia in 2019.
In her capacity as CEO of Engineers Australia, she sits on the STEM Champions of Change committee. She is also currently a Member of the Australian Academy of Technology & Engineering (ATSE) Infrastructure Forum; Director Placemaking NSW Board; Member Infrastructure Net Zero Steering Committee; Chair UNSW Institute of Industrial Decarbonisation IAC; Federal Government appointee on the Circular Economy Ministerial Advisory Group, and G20 EMPOWER; Member Industry Skills Australia’s IAC; Member National Women in Transport CEO Advisory Group; Independent Chair Currawong State Park Advisory Board (NSW); Member UK Institution of Civil Engineers Enabling Better Infrastructure (EBI) Steering Group and Director of Minerva Network (supporting Australia’s elite sportswomen).
Romilly is an active surf life saver on Sydney’s Northern Beaches.

Susie was appointed as a member of the Climate Change Authority in April 2021. She brings executive and board experience in corporate strategy, climate change, and sustainability.
Susie is passionate about science and its role in healthy, vibrant economies. She is active with the Australian Cooperative Research Centres as a Director, previously with CRC CARE and currently with FEnEX, which is creating a living laboratory to implement decarbonisation energy pathways.

Rob Rouwette

Rob is an environmental engineer and senior Life Cycle Assessment (LCA) expert. He is the founding director of start2see and a senior manager with Energetics. Over the past twenty-five years, Rob has developed a strong background in quantifying the sustainability performance of a wide range of materials, projects and policies.
In his consulting roles, he manages and reviews LCA and carbon footprint projects. This includes for example delivery of strategic LCA projects for manufacturers of concrete, asphalt and steel products and developing fit-for-purpose tools that enable clients to measure and manage the GHG emissions of their projects. start2see advises the Infrastructure Sustainability Council (ISC) and developed the ISC Materials Calculator that is used to determine the embodied impacts of materials used on infrastructure projects.
Rob also regularly verifies third party LCA’s and Environmental Product Declarations (EPDs) for compliancy with international standards.
Furthermore, Rob is a dual past-President of the Australian LCA Society (ALCAS). He has had a pivotal role in developing Australia’s national life cycle inventory database (AusLCI) and the LCA Practitioner Certification Scheme.
Rob is a Registered Consultant under the Australian Government’s Climate Active carbon neutral program and a trusted adviser to the Department managing the program.

Dennis is Chief Engineer of Queensland Department of Transport and Main Roads. He oversees a range of technologies including Geospatial Technologies, Road Design and Hydraulics; Pavement, Materials and Geotechnical Engineering; Structures; Strategic Technical and Relationship Initiatives and Safer Roads Infrastructure.
A Chartered Professional Engineer, Fellow of Engineers Australia and graduate of Australian Institute of company directors
Has worked across areas including strategic planning, traffic and transport planning, road safety policy and engineering, road design, road operations and Intelligent Transport Systems. He has contributed to a range of national groups and is Queensland Director on the ANCAP Board, board member and Vice President of ITS Australia, board member and Interim Chair of Transmax and Queensland’s Director on Austroads. He is a member of Institute of Public Works Engineers Australia.
Dennis is committed to bringing together skills and knowledge of his team and their partners to embrace new technologies, engage with customers and drive new ideas into action for benefit of the community.
