National AfPA Incident Data: Evidence for Enhanced Roadworker Safety Controls

Claire Winter is a safety and risk leader with experience across Australia’s infrastructure, civil construction, and high-risk operational environments. Her work is grounded in a strong belief that meaningful safety outcomes are achieved through people – by how work is designed, led, and supported every day.

Claire brings a systems-based yet deeply human approach to health, safety, and wellbeing. She is recognised for her leadership in complex risk areas including mobile plant and traffic interfaces, subcontractor governance, and psychosocial risk management, with a particular focus on enabling leaders and teams to have better conversations about risk.

Claire is an active contributor to industry collaboration, working across National forums and cross-sector partnerships to improve safety outcomes through shared learning and evidence-based practice. Claire advocates for integrating safety, wellbeing, and performance – placing people at the centre of how organisations succeed.
