Phil Lock is a rail technology leader with more than three decades’ experience delivering complex train control, SCADA and operational systems across Australia. A founding director and commercial manager with The ARCS Group, he has led major programs for urban and freight networks in Western Australia, Tasmania, New South Wales and Queensland. Phil’s background spans strategic planning, asset management, and contract negotiation for organisations including Brookfield Rail, TasRail, Queensland Rail and the Public Transport Authority. He brings deep expertise in integrating signaling, communications and real-time information systems to improve safety, performance and customer outcomes.
