TMR has long identified disaster management, transport network resilience and the recovery response post event as critical aspects of the custodian role of the state-controlled road agency responsible for the strategic road network connecting ports, cities and other points of interest around the state.
Effective disaster recovery response begins with pre-disaster planning, including risk assessment, mitigation measures, and the establishment of comprehensive response frameworks. TMRs own Transport Network Security and Resilience engages with and supports the PDO district offices year round with access to resources as well as convening “pre season events” to anticipate potential hazards and vulnerabilities.
Cairns, or the Far North District of PDO has recent experience how disasters unfold unpredictably, presenting complex challenges that require rapid adaptation and resource mobilisation. The cyclone itself came to pass without significant wind damage, however, the ensuing rainfall event has had far-reaching consequences that are still being quantified. This includes infrastructure damage, displacement of populations, and disruptions to essential services such as healthcare, potable water, transportation, and communication.
The E&T conference presentation will cover the PDO districts management of the road network and operations during and post the disaster event, including but not limited to;
1. Coordination and communication: Establishing clear lines of communication and collaboration among response agencies and stakeholders
2. Resource management: Efficiently mobilizing and deploying personnel, equipment, and supplies to affected areas based on priority needs and available resources.
3. Community engagement: Engaging with affected communities to understand their needs, concerns, and priorities, and involving them in decision-making processes to promote resilience and recovery.
4. Continuity planning: Developing strategies to ensure the continuity of essential services and functions during and after a disaster
5. Learning and adaptation: Continuously evaluating response efforts, identifying lessons learned, and incorporating feedback
