Jagath Vithanage is the Manager (Estimating & Risk) at the Department of Transport and Main Roads (TMR), with over 42 years of experience in the planning and delivery of transport infrastructure projects. He leads the department’s cost estimating and risk evaluation functions for projects included in the Queensland Transport and Roads Investment Program (QTRIP).
Being a hands-on practitioner of deterministic and probabilistic project risk evaluation, Jagath developed current probabilistic project risk evaluation model using @Risk software to produce P90 cost estimates. He regularly delivers quantitative risk evaluation training to internal staff and local government engineers and supports project teams as a specialist resource in regional risk workshops.
His expertise spans across infrastructure planning, project development, cost estimation, and risk evaluation. Jagath is the author of TMR’s first Project Risk Management and Contingency Development Process Manual demonstrating his commitment to robust, practical risk management and informed investment decision-making.
