Sam Afkar is a pavement engineer with 26+ years of experience in Australia and internationally, specialising in pavement engineering. He joined National Transport Research Organisation (NTRO, formerly ARRB) in 2021 and currently serves as Principal Leader within the Sustainability and Material Performance business group (Pavements team). As project lead and SME, Sam leads the delivery of innovative solutions, R&D initiatives, field trials, and practical implementations aimed at addressing industry challenges and improving value for money, quality outcomes, and efficiency across the road sector.
In last two years, Sam has also served as the Pavement Stream Leader within the National Asset Centre of Excellence (NACOE), a collaborative program between TMR and NTRO.
Throughout his career, Sam has contributed to projects and field trials that have had a tangible impact on the road industry. His work has supported improvements in construction practices, materials performance, and the development of guidelines and specifications.
