Unified in success: A collaborative approach to delivery of a major highway upgrade under a Transport Infrastructure Contract – Construct Only

The Bruce Highway Upgrade – Caboolture-Bribie Island Road to Steve Irwin Way project widened an 11 kilometre stretch of the Bruce Highway from four lanes to six lanes between Caboolture-Bribie Island Road and Steve Irwin Way Exit (163).

Ten new higher, wider and safer bridges were also constructed to boost the area’s flood immunity. Other safety improvements included shoulder and pavement widening and vertical improvements, upgraded interchanges, new Intelligent Transport Systems infrastructure and modifications to the Bruce Highway and D’Aguilar Highway connection.

Delivery of the project was via two separate construction contracts that ran concurrently under a Transport Infrastructure Contract – Construct Only arrangement through a third party-administrator, alongside the Department of Transport and Main Roads. Acciona Infrastructure Projects Australia was engaged to deliver Contract 1, the section from Caboolture-Bribie Island Road to Pumicestone Road. Fulton Hogan delivered Contract 2, the section from Pumicestone Road to Steve Irwin Way.

The project team will present their ‘blueprint’ via a case study on how they implemented their collaborative approach to accomplish outstanding outcomes, in what traditionally has been considered a more adversarial contractual framework.

This will include the different ways the team challenged the ‘business as usual approach’ to instead cultivate a collaborative ‘best for the project’ culture to achieve united success across all aspects of project delivery over the course of the four-year project.

The project team received industry accolades in early 2024, winning the Queensland Major Contractors Association Ian Harrington Award for going above and beyond in their collaborative approach to achieve outstanding results.
